The over-amplification setting is an Ubuntu-specific patch. Although
collaborated on with GNOME Design, it doesn't look like GNOME is
interested in it at this time.

In order to try to keep the vanilla GNOME session close to upstream,
Ubuntu's patch only affects the Ubuntu session.

(The slider does go past 100% in the Ubuntu session.)

The upstream tracker bug for this new feature contributed by Ubuntu to GNOME 
3.28 (but not gnome-control-center in particular yet) is
