** Description changed:

  Window Shuffler is a new capability exclusively for Ubuntu Budgie that
  the team has had in development for a number of months but due to time-
  pressures we could not complete with sufficient quality and testing
  exposure by the Feature Freeze date.
  
  It brings more flexible GUI and keyboard window tiling ability to the
  budgie-desktop.
  
  We have now completed development of this and would like to expose this
  new capability as part of our default install for 18.04 LTS.

  Testing: This has been tested on both our minimal install and full install 
via our test PPA 
https://launchpad.net/~ubuntubudgie-dev/+archive/ubuntu/bde/+packages
  Upgrade of existing users as well as creating new user accounts both have 
been tested and confirm to work correctly.
  
  Testing also included upgrading from 17.10 to 18.04
  
  Risk: minimal. The changes are in budgie-desktop-environment which is a
  package not used in any other desktop environment except for Ubuntu
  Budgie.
