Appears to have been removed based on
" - Remove the cpu-microcode.py detection plugin (LP: #1738259).
Kernel metapackages are going to have a hard dependency on the
{intel,amd64}-microcode packages to ensure that all bare-metal installs
benefit from microcode updates...."
However that appears to have never occured in bionic for 4.15.x & to have been
reverted in all other linux-meta packages, ex. xenial -
