Please sync deal.ii 8.5.1-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * boost_1.64.patch: Backport patch from upstream for boost >= 1.64.
Patch for Boost >= 1.64 is included in 8.5.1-1

Explanation of FeatureFreeze exception:
New upstream version includes many improvements and bugfixes.
There are some incompatible changes, but deal.ii has no reverse-dependencies.
