The (mutually exclusive) solutions lowgfx.conf startup and profile = unity in compizconfig/config did not work for me.
I tried what @8-mak tried and also a bunch more stuff (restart/reinstall ubuntu-desktop and components). Might be a different bug, but still appeared after the March updates. Launcher and panel only in guest session, still cannot find this different setting in the main admin profile which makes it fail to launch.
