Looks like this is now done with the 1:10.0.0-0ubuntu1.1 version of the
heat package. The heat-api-cloudwatch doesn't seem to have any reverse-
dependencies so it has been automatically been removed from the archive
(didn't cause an NBS). I'm considering this as Fix Released - please re-
open if you think otherwise.
