Hi Leo, I'm not sure I can follow you 100%, but in general if services are failing that can affect upgrade/update handling on their restart.
But for your paricular issue with vsftp you can look at [1] to resolve. After that a restart of the service should work just fine and a install/uninstall/purge should work just fine.
