The bug is in xfdesktop4.
In the debian/rules, there is:
for i in debian/xfdesktop4/etc/xdg/xfce4/desktop/menu.xml*; do \
sed -i 's,xfhelp4,xfbrowser4
/usr/share/xubuntu-docs/desktopguide/C/index.html,' $$i ;done
And the link is wrong, it should be
/usr/share/xubuntu-docs/about/xubuntu-index.html
