I've done some extensive debugging with the reporter on this. It's important to note two things:
1. BIOS Setup isn't affected 2. GRUB shell isn't affected Which suggests it is kernel, possibly ACPI table, related. We've done a lot of testing with various i8042.XXXX options including adding debug output. Logs will follow.
