There is a hardware problem. smartctl reports read error for the SSD.

However, Mint 18.3 installs to the system without any problem. Mint may
not check for the error, or if Mint does see the error, it either
ignores it or can work around it. A warning about the error would be
nice to have, even if the read error does not interfere with
installation.

Failing the installation on read error maybe kubuntu's design intent, in
which case this is not a bug. Mint has a way to complete installation in
spite of the faulty SSD.
