Thanks that makes more sense. The bug is in Ubuntu's pkgbinarymangler which is responsible for symlinking these changelogs. It seems to think that libavcodec57 is a dependency of ffmpeg, but in fact libavcodec57 is part of a set of alternatives where libavcodec-extra57 could be installed instead. I think pkgbinarymangler should ignore any dependencies part of an alternative set (ie containing a "|" character) which should fix this.
