Public bug reported:

Any binary from otb (and other packages like monteverdi) crashes at
startup with

$ otbgui
/usr/bin/otbApplicationLauncherQt: symbol lookup error:
/usr/lib/x86_64-linux-gnu/ undefined symbol:

As per, this is related to packaging issue
with libossim, which was already rebuilt in Debian to fix the issue

Please pull the change over to bionic before release, the package is
completely unusable as it is now.
