In this case you may set:

 accept-ra: no

In your netplan YAML; this will at least set IPv6AcceptRA=no, which
should be sufficient for the bridge to come up, and is already available
in netplan 0.34.1 (in Ubuntu 18.04)

Controlling LinkLocalAddressing= will remain as a TODO.
