I have had the same problem on Ubuntu 7.04. It didn't set winter time automatically and after I set it manually it keep resetting it back to summer time. After I run ntpdate command specified above the problem seems to resolve itself.
I haven't rebooted my laptop for a few days but at night it is in a "standby" mode.
