I have had the same problem on Ubuntu 7.04.

It didn't set winter time automatically and after I set it manually it
keep resetting it back to summer time. After I run ntpdate command
specified above the problem seems to resolve itself.

I haven't rebooted my laptop for a few days but at night it is in a
"standby" mode.

Here is my command log:

$ cat /etc/timezone 
Europe/Kiev
$ sudo zdump -v /etc/localtime | grep 2007

isdst=1 gmtoff=10800
/etc/localtime  Sun Oct 28 01:00:00 2007 UTC = Sun Oct 28 03:00:00 2007 EET 
isdst=0 gmtoff=7200
$ date
Пнд Окт 29 14:01:16 EET 2007
$ sudo ntpdate -u ptbtime2.ptb.de
29 Oct 13:00:50 ntpdate[20359]: step time server 192.53.103.104 offset 
-3639.828867 sec
