Public bug reported:

During an OEM installation, the data recorded and sent refers to the
installation made by the OEM and there is nothing about the end user
configuration.

For instance, the OEM installs a system in English, selects a TZ and
various settings, then the end user boots the system for the first time,
goes through the first run wizard and sets his own TZ, keyboard, ... The
data collected will report the original setup not the end user one.

ubuntu-report should collect the installation mode (OEM) then additional
data regarding the end user setup.
