Public bug reported:

The maas maintainer scripts use set -e, and at the same time use
debconf, which can return 30 skipped for when questions are preseed.

This specifically affects reconfiguring noninteractive and/or at
critical priority, with preseeding the answers one wants to reconfigure
this.

This specifically affects subiquity, and this code:

    if [ ! -f /usr/sbin/maas-region ]; then
        db_input high maas-rack-controller/shared-secret
        db_go
    fi


Specifically, db_go may return 30, for SKIPPED, which would then error out this 
postinst script.
