  * Link libasan, liblsan, libubsan always with --no-as-needed. LP: #1762683.
  * Use --push-state --as-needed and --pop-state instead of --as-needed and
    --no-as-needed for linking libgcc.
  * Use the binutils in the build chroot if present.
