Public bug reported:

Starting a terminal at the command line with two or more tabs only sets
the first tab title. The other tab titles are set to 'Untitled'.

To reproduce:

1. In Edit / Preferences / General, set 'Initial title' to 'Terminal'
and 'Dynamically set title' to 'Isn't displayed'

2. Start xfce4-terminal like this (two tabs):

xfce4-terminal --tab

3. The first tab has the correct title 'Terminal', the second tab has
'Untitled'

4. Same behavior with three tabs (and more):

xfce4-terminal --tab

Note that the bug appears only when new tabs are asked from the command
line, not from the UI menu.

System: Ubuntu 18.04 64 bits
