I wasn't able to recreate this. Can you let me know if I'm doing
anything different from what you did?
1) Start on xenial machine with cloud-archive:queens enabled
2) Install nova-compute-kvm [1]
3) Upgrade to bionic with 'do-release-upgrade'
4) Ensure nova-compute-kvm upgraded successfully [2]
