In ubuntu 18.04 it doesn't ask for the pin when I'm logged in via ssh without a DISPLAY= variable.
Tried adding "pinentry-program /usr/bin/pinentry-curses" to ~/.gnupg /gpg-agent.conf but it didn't help.
