Hi there, I am having this issue too on the same hardware.
This laptop is currently running 14.04 32 bits.
With 14.04 32 bits, there is a message in the log, but it has no effect
but spitting messages in the log!
With 18.04 64bits live, there is the "flip_done timed out" issue. Each one
seems to take 10 seconds, then after some attempts it continues normally.
Once it has booted (it takes ~5 minutes due to the "timeouts"), all seems to
work fine.
I made an attempt booting 18.04 64bits with "nomodeset", the boot time
is normal (for a live with this kind of hardware) but we then loose
graphic acceleration and it makes it impossible for example to watch a
HD movie, also firefox is noticeably slower same as GLXGears.
I had 16.04.1 on my USB drive, and it was still working with 16.04.1
(just some messages in the log). With 16.04.4 there is the same bug as
with 18.04.
That should narrow down the regression between the kernels of 16.04.1
and 16.04.4
