Here's what I propose as a test plan:

1) I build seabios 1.10.2-1ubuntu1 (from bionic) on xenial. I install it, 
reboot the guest, and verify things still work.
2) I remove debian/patches/turn-vga-allocate-extra-stack-off, rebuild, and 
repeat the above test.

If that works, you should be able to drop the patch for cosmic and
forward (or SRU to remove it in bionic, if you can get that SRU
approved).
