I am not an expert on this, so others please jump in.. but there are dbg packages for many, if not all, open source applications. They have the same package name, but with -dbg at the end.
So for example: xserver-xorg-core-dbg - Xorg - the X.Org X server (debugging symbols) This may be helpful, specific to python, but should give you an idea about dbg packages. Seems like the basic idea is that they have been complied with debugging symbols enabled, which means that you can debug them easier with tools like gdb. https://wiki.ubuntu.com/PyDbgBuilds?highlight=%28dbg%29 I am not having problems currently.
