Thanks for reporting. Note that while the r-api-3.4 doesn't exist itself, it seems to be offered by other packages, like r-core-base. (https://packages.ubuntu.com/bionic/r-cran-rjava) I was able to install r-cran-rjava on 18.04 without any problems at least.
