I also observed the following behaviour, which is probably related to
this bug, so I'll just assume this and add a comment here instead of
filing a separate bug report:

On gnome-appearance-properties, changes in the background colour of the
desktop's background picture seem to be ignored. The colour can be
changed in the dialog, but when the session is started, only the "Ubuntu
brown" colour is shown before loading the background picture, regardless
of the previously chosen colour.
