i think when i first try to set the setting, it did install wine, but still did not detect it and complain that i need to install it. later i tried again, it tried to install (but wine was already installed) and again it failed to detect that wine is already installed. so i think the problem is at "detecting that it was installed just at the last stage of the very first attempt to do the setting" "detecting that it is already installed at later trials"
