Big sorry. The issue was someone else when using the computer thought the EFI partition would be a good place to write a file, and completely filled it. So there was no way to create /boot/efi/EFI/ubuntu .....
Once I deleted the garbage everything was fine. That was so off, I'm not even sure it's worth making a special case to check for lack of room on EFI.
