Many documentation pages (including
https://wiki.ubuntu.com/MigratingToNetplan) notice migrate-ifupdown or
just 'migrate' command. netplan itself has a source code for migration
(/usr/share/netplan/netplan/cli/commands/migrate.py) but this command is
not available in netplan utility.
