Please ignore my report and close this bug report. I no longer regard this as a bug because a trivial fix exists.
Opening Synaptic Package Manager and the application reports a broken package. Using the application to fix that broken package does not actually resolve the issue. However by simply marking the libperl5 package for re-installation, accepting the prompt to do the same for it's dependents and then applying this change does resolve the issue.
