I don't see a good reason why this is seeded.

Reverse-depends indicate that it is used by osc, koji, and yum. However
dnf is the newer thing, and we do not ship RPM utility stack by default.

There are no other suggests and recommends.

Tasksel does not attempt to install it, and there is no option to
manually install packages from the server iso.

Thus this looks like a niche thing shipped on the ISO, yet no longer
used by anything anymore.
