Public bug reported:
Ubiquity uses the wrong locale for user setup.
If I install Ubuntu 18.04 with the live installer, selecting e.g. German
as language and using LUKS encryption the installer uses the correct
locale (de_DE) for the LUKS password but always the wrong locale (en_US)
for the user password.
This results in the effect that you can boot into Ubuntu but are locked
out because the password for your user is wrong.
On both places (LUKS password and user password) the selected locale
(here de_DE) should be used.
