The issue is in the source control file for the opensc 0.13.0-3ubuntu4.1
package (which has not been superseded since this was opened). The
binary opensc package has the fields
Replaces: libopensc2 (<< 0.12.0)
Conflicts: libopensc2 (<< 0.12.0), mozilla-opensc
where 0.12.0 should be bumped to 0.13.0.
