I verified the fix in bionic-proposed by the following steps:

1) Copied-with-binaries livecd-rootfs 2.525.1 from bionic-proposed to an 
otherwise empty PPA
2) Waited for publication
3) Kicked off a live-server livefs build 
(https://launchpad.net/~mwhudson/+livefs/ubuntu/bionic/live-server-test/+build/133986)
4) Verified that this build used livecd-rootfs 2.525.1 by reading the log
5) Downloaded the installer.squashfs from the build and injected it into the 
latest bionic live-server daily
6) Booted the ISO in VM a few setups:
 a) With working networking via DHCP
 b) With no NIC
 c) With a NIC but no DHCP

In all situations the boot was as normal and systemd-networkd-wait-
online was very low down in "systemd-analyze blame" output
