How to reproduce:
- log into Ubuntu MATE
- click volume icon
- select "Sound settings..."
=> alert volume is at zero, crank it up to full volume
(expected: a non-zero default volume)
- close sound settings
- select "Sound settings..."
=> alert volume is at zero, crank it up to full volume
(expected: the previous volume is retained)
Note: this is _not_ merely a cosmetic issue - alerts become inaudible!
