This would happen on "old style" input devices.
I'm not sure how you configure your machine but in libvirt (or through
virt-manager) ensure you have a usb-tablet device like:
<input type='tablet' bus='usb'/>
This uses absolute positioning instead of relative, and due to that
doesn't have the cursor trcaking issue - I thought that is the default
but it depends on the selected guest OS (which also needs to understand
the usb tablet input).
-usbdevice tablet would be the qemu cmdline.
In the past Linux guest OS would not auto-configure the usb table input dev and
the same symptom would appear. This is fixed for years now, but maybe your
guest being a bit special suffeers from the same.
If it does, but you provided the new style input then it is up to the guest
config to consume this input device.
