Call to file_progress to fetch file information does not return 100%
completion, even though the file is there.
what should happen:
when you have a file that is 100% there, file_progress should return
100% for that file.
what happens:
it does not return 100% for some complete files, see example in above link.
libtorrent-rasterbar: 1.1.1-1build2 / 1.1.5-1build1
ubuntu: 17.10 artful / 18.04 bionic
both tribler ( both 7.0.1 and next + 0f36719 ) and apparently
qbittorrent (see above issue) do not report accurate values for whether
or not a file within a torrent(see above issue) is complete.
