The 'Software Updater' GUI does not come up. When there is a
notification in the panel, clicking on it does nothing. Clicking on the
menu item does nothing. Updates work through CLI.
This problem began in UM 17.x and continues on a system that was
upgraded from 17.1. On another system with a clean install of 18.04 this
problem does not occur.
