Well, the bug has apparently disappeared for me. I reinstalled anything
related to apt and did a few more upgrade attempts. After I rebooted the
last time I didn't have the problem with upgrade notices regarding a new
distro. I didn't keep track of it all so I wasn't much help to anybody
trying to solve the problem.

I have the same situation as alyssonbrito wrote on 2007-10-20:

I installed Kubuntu 7.10 when it was ofically released. Now Kubuntu is
trying to install the new version though. It has done this twice so far
always ending up on a error screen after some of the step are done. It
finishes with the Error message telling
"Your system is up to date"
And a button to report a bug or close.
