** Description changed:

  znc sources include systemd service file[1] but it's not included in the
  package. systemd support can be enabled with --with-systemdsystemunitdir
  configure option it seems[2]. There's some information about running znc
  as a systemd service on the wiki as well[3].

+ Latest version 1.7.0-1 (available in cosmic repository) doesn't include the 
file as well[4].
