It's not even just that. Part of the confusion here is that people think this is content that should be hidden, but it's really not. This is closer to "~/Documents" than it is to "~/.config". The directories under ~/snap hold the $HOME for snaps. They are the place strict snaps can write to, unless they have a home interface. That's the real reason why it wasn't originally cooked under ~/.something.
Per earlier notes, we are working on a richer mechanism, and once that lands we'll review the situation again.
