Public bug reported:

At the login screen, and after screen blanking, there often (but not
always) is loud static noise from the screen's speaker.

In the login-screen, it stops after logging in.

After turning the screen back on after blanking (my system settings have
"Screen energy saving: Switch off after 10 min" set and "Suspend"
disabled), there is the same static noise. One way I found to make is
disappear is to invoke "pavucontrol". As soon as it opens, the noise is
gone.

Seems to me like some gain setting or the like is not properly
(re)initialized after screen blanking. Strangely enough, pavucontrol
seems to fix this by just starting, with no further user interaction.
