Finally I was able to successfully install with secure boot enable.

Steps:
1. Configure debconf to use readline instead of dialog 'dpkg-reconfigure 
debconf'
2. Install package 'apt install xtables-addons-common'
3. After the secure boot signing key is generated, system asks to input a 
password:
--
Enter a password for Secure Boot. It will be asked again after a reboot. 
--
Type password. If typed password is too short or too long, the system will ask 
again to type a password.

Press enter and type once again the password.
--
Enter the same password again to verify you have typed it correctly. 
--

4. Reboot
5. Enrool MOK and reboot.
6. Done!

This is a workaround, xtables-addons-common installation should also
work using dialog prompt.
