Hi,

for some (for me still unknown) reason ubuntu moved from ifupdown to
netplan with 18.04. netplan does not support any if-up/if-down scripts
(yet), although really important for many configurations.


Canonical itself recommends on the netplan.io webpage to use 
networkd-dispatcher instead:

While the networkd-dispatcher in it's upstream version's docs mentions a 
configuration directory /etc/networkd-dispatcher under 
https://github.com/craftyguy/networkd-dispatcher

the ubuntu package version uses /usr/lib/networkd-dispatcher

which effectively means that machine's local configuration files have to
go to /usr/lib instead of /etc, which is a no-go. /usr/... should be
kept clean and contain packaged files only.

thus, networkd-dispatcher should either read config files from two
locations or move and link /usr/lib/networkd-dispatcher to /etc where it
belongs.
