Public bug reported:

I was trying to install ubuntu from a USB drive. There is a Windows 10
installation. During the installation I created a partition in unused
space on the hard drive and chose to mount it to /. The installation
seemed to run smoothly but in the end it stated that it can't write the
grub files to the destination and this would make the installed system
unbootable.
