Could Ralf Meyer please clarify: What exactly do you mean by flickering? I am experiencing a problem that could be described as flickering, but I can't tell whether this bug report is about the same thing or whether I should create a new bug report.
I am experiencing a regression in linux-image-generic-hwe-16.04 with Intel HD Graphics 530, starting in 4.13.0-43-generic, where some form of low-frequency temporal dithering has been enabled. This is causing a shimmering effect and visible dithering patterns. 1px borders in the UI can appear to have a "marching ants" effect. The effect is visible both under Xorg and in a virtual console (Ctrl+Alt+F1).
