I created a package with the following 3 patches:

 - The 2.23 backport of the final patch -

I installed it on a Xenial system but it didn't seem to help - things
still run slowly unless I specify LD_BIND_NOW=1.

Any ideas what I might be missing or might have done wrong? Perhaps the
2.23 backport of the final patch is insufficient?
