Note the path here:

error: #error -- unsupported GNU version! gcc versions later than 4.9
are not supported!
It looks like nvidia-cuda-toolkit was not installed from the Ubuntu
repository, the version from the Ubuntu repository would have the
following path:
/usr/include/host_config.h
** Changed in: nvidia-cuda-toolkit (Ubuntu)
Status: New => Invalid
