4) The GUI does not appear.
The command line output:

I have the package with libjava.so installed, but it can't find that
file anyway.

According to strace output scilab tries to find the file in this location:
/usr/lib/jvm/java-11-openjdk-amd64/lib/amd64/libjava.so
instead of this
/usr/lib/jvm/java-11-openjdk-amd64/lib/libjava.so
