Also this happens as in upstream as well, maybe it should be reported
there to benefit all users of htop instead of a Ubuntu only analyis and
fix?

And the issue is quite common - if you kick a CPU bount process that has
100% then the percentage of the CPU line will color change as well.

In fact I think that is intentional
The three memory colors are like used+buffer+cache and they are using like 90% 
of the memory.
So it is correct to colorify all but the last two chars.

If you think it really is an issue and not as intended maybe you could
report an issue at [1] and mention here the link to the issue that was
created to track it.
