Also this happens as in upstream as well, maybe it should be reported there to benefit all users of htop instead of a Ubuntu only analyis and fix?
And the issue is quite common - if you kick a CPU bount process that has 100% then the percentage of the CPU line will color change as well. In fact I think that is intentional The three memory colors are like used+buffer+cache and they are using like 90% of the memory. So it is correct to colorify all but the last two chars.
