I can't reproduce this error.
Did you pass this command before:
sudo apt update
To help you, can you send here the output of this command:
sudo apt show openvpn
And the content of this file:
/etc/apt/sources.list
And the content of every file in this directory (if not empty):
/etc/apt/sources.list.d/
** Changed in: openvpn (Ubuntu)
Status: New => Incomplete
